Taiwan's AI Development Blueprint: Advancing Technology, Applications, and International Collaboration
To enhance its AI competitiveness, the Taiwanese government has implemented the following five innovative strategies to accelerate technology implementation and application expansion.
Strengthen Computing Infrastructure: The EU is promoting the EuroHPC project to enhance regional AI computing support. Taiwan's development strategy aligns with international trends, focusing on developing high-performance computing resources such as "Taiwania 2" and cloud-based AI computing platforms.
Establish an Industrial AI "Arsenal": The US NAIRR program provides industry-specific AI tools. Taiwan's strategy also emphasizes vertical industry applications, developing specialized AI solutions for sectors like manufacturing, finance, and healthcare.
Competitions and Innovation Mechanisms: Similar to Singapore's "AI Grand Challenge," which promotes social innovation AI applications through competitions, Taiwan will host the "AI Grand Challenge" to encourage startups and enterprises to develop AI applications, such as AI for Public Good and industry hackathons.
AI Data Opening and Sharing: In contrast to the EU's "AI Act," which emphasizes data governance and openness, Taiwan is aligning its data policies with international standards. It is promoting the "Taiwan AI Data Market" to open up data for use by businesses and research institutions.
Sovereign AI and International Cooperation: Strengthen independent AI technology development and deepen technological cooperation with countries such as the United States, Japan, and the European Union.
Taiwan has established a certain competitive advantage in AI development, particularly in semiconductor manufacturing, information and communication technology (ICT), and AI computing infrastructure, where it holds a leading position. However, global AI competition is becoming increasingly fierce, with governments and enterprises worldwide actively investing resources to promote technological innovation and industrial applications.
In the future, for Taiwan to maintain its competitiveness in the global AI market, it must strengthen and deepen the following key strategies: First, enhance core AI technologies to ensure technological autonomy and controllability, independently develop high-performance AI chips, strengthen AI algorithm and large model R&D capabilities, build local AI foundational models, and reduce reliance on external technologies. Second, establish AI data assets, deepen data governance and application, promote the "Taiwan AI Data Market," improve data privacy and security regulations, and develop cross-industry data cooperation mechanisms to ensure the transparency and fairness of AI technology. Furthermore, strengthen AI talent cultivation, develop interdisciplinary application specialists, deepen "AI+X" interdisciplinary education, promote internal AI transformation training for enterprises, and attract international AI talent to Taiwan. In addition, expand AI industrial applications, promote international cooperation, promote the application of AI in smart cities and environmental sustainability, strengthen cooperation with international enterprises and institutions, participate in international AI standard-setting, and enhance industrial competitiveness. Finally, develop sustainable AI to ensure technology coexists with the environment, develop low-power AI chips, promote green data centers, develop AI carbon reduction technologies, and improve energy efficiency.
Taiwan possesses a world-leading semiconductor and ICT industry foundation. If it can further strengthen core technology R&D, data governance, talent cultivation, international cooperation, and sustainable development, it will be able to maintain its advantage in global AI competition. In the future, the government and industry should work together to create an autonomous, controllable, data-driven, green, and sustainable AI industry ecosystem, ensuring Taiwan's continued competitiveness in the AI era and exerting greater influence in the international market.
